The pope is God's highest servant. He is the steward. He is the
visible head of of the Church but he is not the ultimate head so no,
it is not his church to do with as he pleases. Everything he has power over to loose and bind is given to him by Christ and he must answer to the Master one day. The bride belongs to the bridegroom and the bridegroom is Christ.
