He is offering a chant to his god at the Assisi basilica.
This man is a Juju priest. Juju is the indignous occult religion of sub-Saharian Africa. In this country it's known as voodoo. It is a horrifying, blood-thirsty cult. Isaiah Oke, a former priest in this 'faith', wrote a book called "Blood Secrets" about his life in Juju. If you read it, do so in the daylight hours, it might un-nerve you to read it at night! Happy Halloween!
