As best as I can make out, the inscription reads:
Skorbiashcha Bozhiya Mater, which I think means roughly Most Sorrowful Mother of God. I'm guessing it's Old Slavonic or Bulgarian.

Bob, you are very cautious.

With icons, unless very new, and if in Cyrillic and Slavonic language, Old Slavonic, a k a Church Slavonic, which is basically Old Bulgarian, but which was used over an area where later were spoken also Russian, Serbian, Ukrainean, Bielorussian, and sometimes non-Slavonic vernaculars, including up to 16th C. Roumanian, is a VERY safe guess.
